Have vacation home in western NC which will be unoccupied during the winter months. Evening temps routinely below freezing, sometimes high winds, frequent snows. I understand general principles to avoid bursting water pipes and fixtures. I seek a check list to make certain I don’t overlook details.
What is the best state to live in?

I currently live in California and this is the type of place I want to move away from. I’m considering Utah, Colorado or Washington. So between these three which one is the best to live in? I’m looking for a place that :
1) has mild summers and semi cold winters with a little snow
2) has a low cost of living (like a decent sized home for less than 5,000)
3) isn’t way overcrowded like CA, where it’s rush hour on the 5, 405 and every other major fwy 24 hours a day
4) has a good school system and great for families with young children.
5) has great scenery, if I can’t have the beach, I’ve gotta have the mountains, so a place that has moutains, lakes, rivers, and is just green everywhere.
If possible please include the cities and I’m open to other suggestions other than CO, UT, or WA, but please only suggest states that are in Mountain and Pacific time zones since I wouldn’t move east of there anyway. Thanks!
